The banknotes were introduced in 1938, while the old issues were not canceled. The banknotes remained in circulation until the 1947 reform.
Designed by I.I. Dubasov - the author of most of the Soviet banknotes. The images are in green, red and blue.
The obverse has a rectangular patterned frame with the inscription "USSR STATE TREASURY TICKET" at the top. Inside on the right is a large guilloche rosette with the number "3", at the bottom in the middle there is a small rosette with the date "1938", and on the left is an engraving depicting a Red Army soldier. In the middle, in the upper left corner, there is the coat of arms of the USSR, model 1936 (11 ribbons, according to the number of union republics), in the center the face value is indicated in large handwritten script: "Three rubles", under it there is a small text: "STATE TREASURY TICKETS ARE PROVIDED WITH ALL ACHIEVEMENTS OF THE UNION OF THE USSR AND OBLIGATIONS FOR RECEPTION ON THE WHOLE TERRITORY OF THE USSR IN ALL PAYMENTS FOR ALL INSTITUTIONS, ENTERPRISES AND PERSONS AT THE NOMINAL VALUE. "; below and above the denomination on the right are the series and number of the note.
The reverse side contains a rectangle made up of numerous colored wavy lines, in the corners diagonally in guilloche rosettes there are numbers "3". In the middle there is a large grove with the indication of the denomination: the figure "3", under it in two lines - "THREE RUBLES"; on the sides, the denomination is repeated in ten other main languages
​​
of the USSR of that time: Ukrainian, Belarusian, Georgian, Armenian, Azerbaijani, Uzbek, Turkmen, Tajik, Kazakh and Kyrgyz.
There are two variants of the series: with one letter and two.
Demonstration copies that were not released into circulation were printed in two versions: on both sides, and each side separately. Double-sided have "SAMPLE" perforation and sample number with date, made in red paint. One-sided can contain the word "SAMPLE", made with red paint or perforation, in addition, the sample number can be applied.
